number 4 or number four?

Is there a rule about spelling out a number or writing it out? Specifically the All In the Family que. The answer page states that the answer is one 'word'......the answer ended up being the number '7'. Help me here.

I'll warn in the question if need be, but I generally write out all numbers less than 10, and use digits for 10 and over. Unless it's something like "25 or 6 to 4." "25 or Six to Four" looks silly. (Plus it's a title so it has to appear as Chicago did it.)

It's been my experience that people almost always use the digit unless there's some specific reason not to, but if there's a chance I always try both, especially when I'm pretty sure of the answer. But I always try the numeral first.

I recall being told once that all numbers were to be in numeral form, unless title specific.

If it is below 10, you should spell the word.
